For about two years, until recently, the Baltimore Police Department maintained a web site on which it pledged to post the results of its use-of-force investigations. Instituted by former Commissioner Anthony Batts, the Force Investigation Team’s web site was spotty—seldom updated, and with reports that were perfunctory. But it was something. The web site disappeared recently without notice or explanation. Commissioner Kevin Davis has revamped and renamed the police use-of-force investigation unit (now the Special Investigations Response Team), and he’s said nothing about making the reports public in any systematic fashion.
