Hogan GOP Gov. Larry Hogan's campaign was so surprisingly effective that he seems intent on using the same rhetoric in office, despite promising a spirit of bipartisanship. In his first State of the State address, Hogan railed against the so-called "Rain Tax," which in addition to other anti-Bay moves, makes him the most regressive governor in regards to the environment in recent memory (Ehrlich was a comparative tree-hugger). Other proposed tax cuts benefit private schools and retirees' pensions, which, coupled with Hogan's proposed $35 million cuts to Baltimore City Schools, make clear where his priorities are.
