Dept. of Ed Maryland School Assessment scores for city schools had their biggest one-year drop since they began a decade ago--elementary school math scores down 8 percent and middle school math scores down 9--but the scores won't count, since they use the pre-Common Core curriculum and district officials say they're essentially meaningless. So why did the state spend $9 million and waste several schools days administering them? Fail.
