Best Official Who’s Got Her Work Cut Out for Her: Jill P. Carter

A few years ago, the Office of Civil Rights and Wage Enforcement was not well known and not well funded. Today, it’s a core part of an ambitious plan to give the community greater oversight of the Baltimore City Police Department. Director Jill P. Carter’s department has had to plan and publicize community input meetings, manage the appointments to the Civilian Review Board, and more. She’s done it all with what seems like a genuine desire to make real change.
