Best Non-Plan: Mayor Pugh’s Crime Plan

Released on Aug. 9 after months of delays, the 20-page brochure describes ongoing efforts to restore trust in the Baltimore City Police Department, recruit more officers, use more and better technology, and fill out a laundry list of social service needs in Baltimore’s disadvantaged neighborhoods. All good and laudable endeavors, but not the actions of leaders who understand there is a crisis. Violent crime is up by double-digit percentages and has been for three years running. Participating in a “Bloomberg Philanthropies supported Innovation Team” and concentrating on affordable housing would appear to be second order tasks.
