Best Festival: Baltimore/Washington One Caribbean Carnival

Athousand-plus Caribbean men and women gather and play mas, listen to soca music, and fling washable paint and talcum powder in the air—you’re in for a good time. The children also get to learn about their culture and celebrate it early on in their formative years. On the surface, the Caribbean carnival looks like a party, but its roots are linked to religion, colonialism, and freedom.
