Police Commissioner Anthony Batts defended his crime-reduction strategy last week with an op-ed in The Sun and an appearance on WYPR's morning show on April 1, citing statistics (non-fatal shootings down) and efforts (up). As one city officer was indicted for shooting a recruit during a training exercise in the county, and another officer shot a Dundalk man who was reportedly firing weapons in his backyard, three more murders were under investigation and seven-including a year-old case-were closed by arrest.

Responding to a report of a shooting, Southern District officers found Anthony Baker, a 56-year-old African-American man, in the street on the 1300 block of Carroll Street near his home. He had been shot multiple times in the body. Baker was taken to a hospital and pronounced dead a half-hour later.
Friday, March 29
At 2:15 A.M. Eastern District police came to the rear of a house on the 1300 block of East Lanvale Street and found an African-American man with an apparent gunshot wound. The man, whose name was withheld pending notification of his family, was taken to the hospital but was dead.
Sunday, March 31
Just before 7 A.M. Northeast District police were called for a shooting on the 1600 block of East 29th Street. There, outside of his home, they found Dwight Cook, a 28-year-old African-American man, shot multiple times. He was taken to a hospital, where he died at 2:30 P.M.
Police racked up arrests in seven murder cases in recent weeks, going back to an April 2012 case in which a man was found shot to death in a car. As The Sun's Justin Fenton first reported, William Hunt, age 29, was indicted for the murder of Justin Marasa, a 22-year-old Kenyan man who was found in a vehicle in the 1400 block of Holbrook Street last April 8. Hunt's charges were not yet in online court records when City Paper looked him up, but a police detective confirmed the information.
Garrick Powell Jr., 20, an African-American man from the 1500 block of Clairidge Road, was charged with killing John Planters last October 25 in the 2200 block of Annapolis Road. On Feb. 22, he and co-defendant Patrick Harris, 21, were charged with a murder conspiracy in a Jan. 26, 2013 shooting according to online court records.
Sheldon Hopkins, 20, an African-American man living on the 2500 Block of Winchester Street, was charged on March 14 with the murder of Donnell Bishop last Nov. 12.
Terry Addison, 21, an African-American man living in Catonsville, was charged in the Nov. 20, 2012 triple-shooting that left 16-year-old Daniel Pearson dead on the 2700 block of Greenmount Avenue.
Cleveland Jones, a 23-year-old African-American man from the 2400 block of Lauretta Avenue, was arrested on March 18 and charged for the Feb. 3 murder of Christopher Samuels, 27, in the unit block of North Wheeler Street.
Charles Morris, 36, was charged on March 14 in the Feb. 18 killing of David Armstrong in the 4300 block of Adelle Terrace. Morris, an African-American man, resides on that block.
Anthony Todd, a 44-year-old African-American man residing on the 3500 block of Cliftmont Avenue, was charged on March 26 for the March 2 killing of Kevin Gipson, 43, who was shot in the 1100 block of Barclay Street.
