For part of Wednesday afternoon, it looked like the Todd Stroger era was back — a terrible, tax-happy epoch at a Cook County government nicely designed for the 19th century. This time the County Board president advancing a 1 percent sales tax increase was Toni Preckwinkle, who ousted Stroger because angry voters refused to forget, or forgive, his 1 percent sales tax increase. Preckwinkle sought to fast-track a plan to spike the sales tax here to 10.25 percent.
