Well, you aren't required to use the bins. Paper bags and cardboard boxes are fine. You're paying for the cost of materials and the convenience of having a reusable bin. I do get what you're saying, of course, but I'd rather pay $5 for one I'll use than pay for the city to give them to everyone who may or may not use them as intended. Either way, you're paying for it, via taxes or a fiver.
I do still worry mine will be stolen, however.

Very nice article. Only one thing about the new recycling sticks in my craw, the citys decision to SELL us the barrels, and our decision to buy them.
It is like they offerred to pick up our spare change every 2 weeks, then charged us for the piggybanks to leave out on the curb. AA county, and most other municipalities, give you the way to put money out for them to pick up. And the containers do not have an executives name on them.
Only in Baltimore
