The State's Attorney's Office has ruled the Jan. 11 killing of Shawn Green, a 17-year-old African-American male, self-defense. Green was stabbed in the chest at a bus stop in the 3200 block of the Alameda.
For the second week in a row, there was a fatal police-involved shooting. This is the fifth one in the first two and a half months of the year. In 2006, there were five fatal police-involved shootings for the entire year, up from four in 2005. Police got a call at 3:30 a.m. on Saturday, March 14, that there was a hostage situation at a home in the 500 block of Half Mile Court in Seton Hill just off Martin Luther King Boulevard downtown. Samuel Cosby, a 48-year-old African-American man, had barricaded himself in his home with his 4-year-old granddaughter. He was holding the girl at knife point. Hostage negotiators were called in to speak with Cosby. Three hours later, it was determined that the SWAT team would have to go in. SWAT found Cosby on the third floor holding a large machete to his granddaughter. An officer struggled with Cosby to get the knife and sustained minor injuries. During the struggle, another officer shot Cosby, killing him. The child was unharmed. The officer that shot Cosby is Garfield O'Toole, a member of the SWAT unit who has been on the force for 13 years. [MORE]

According to police, the Jan. 11 killing of Shawn Green, a 17-year-old African-American male, was ruled justified by the State's Attorney's Office and removed from the homicide tally. However, the State's Attorney's Office says it has not made a ruling on this case yet. As a result, there is a discrepancy between the number of 2009 homicides recorded by this column and the number counted by the Baltimore Police Department.
The death of Roger Dennis has been added to the homicide rolls. Dennis was shot more than a decade ago. On May 24, 1997, Dennis, an African-American who was 13 years old at the time, was standing in the 1900 block of West North Avenue when a young man rode up on a bicycle, pulled out a gun, and shot the child twice--once in the chest and once in the spine. Dennis died 11 years later on Aug. 1, 2008. He was 25. His death was ruled a result of the 1997 shooting. As of press time, police could not explain why it took nine months for his death to be counted as a homicide. [MORE]
