After being skewered for poor leadership, verbal miscues, and a crippling curfew, Il Mayore asked the Department of Justice to conduct a civil rights investigation of the Baltimore Police Department. A good move, to be sure, but as a Sun editorial asked, “What took her so long?” Investigations by The Sun and this paper made clear long ago that the “patterns and practice” of BPD needed a look. Community leaders, most notably City Council President Bernard C. “Jack” Young, have been calling for a federal probe for some time. It seems Rawlings-Blake came on board only after an investigation seemed inevitable.
